David S. Haynes is a former coal miner and business owner. He is Vice-Chairman of the Moundsville Water Board and is serving for the third time on Moundsville City Council.

David takes great satisfaction from his efforts in public service as he understands the importance of citizens and government working together for the benefit of all.

He and his wife Phyllis have been married for over 45 years and enjoy spending time with their children and grandchildren.
